As a "citizen" of JA BizTown, students pledge to respect all citizens, be responsible and honest, tell the truth, work and take breaks at assigned times, help other citizens, vote, obey the rules and laws of JA BizTown, and pay taxes.  In City Hall, students provide town leadership, administer voting, collect taxes, issue business licenses, and provide crowd control.  Civil servants are also responsible for running the Oscar J. Tolmas Library. Students may make a donation to the library and receive a library card. Library card holders may select 1 book to bring home with them.  JA volunteers help the students navigate through the world of public service, including police and fire protection, as well as understand the role of taxes to fund services, roads, schools, libraries, parks and other amenities.
